The Department of Employment and Labour, through its Inspection and Enforcement Services (IES) Branch, hosted a successful advocacy and stakeholder engagement session with Chinese business employers in Cape Town, 04 August 2026.

The engagement is part of the Department’s ongoing commitment to strengthen its relationship with the Chinese Business Community while promoting compliance with South Africa’s labour legislation.

The session, led by Deputy Minister (DM) Jomo Sibiya, together with Inspector General Aggy Moiloa and Chief Inspector Milly Ruiters, brought together Chinese business leaders to discuss labour law compliance, workers’ rights and opportunities for continued collaboration.

The Department of Employment and labour acknowledged the important role played by Chinese businesses in South Africa’s economy through investment, job creation and trade.

Deputy Minister Sibiya said government values its longstanding relationship with China and appreciates the contribution made by Chinese businesses operating in the country.

“Our relationship with China is an important one. China remains one of South Africa’s key trading partners and a valued investor. We appreciate the contribution that Chinese businesses continue to make towards economic growth and employment in our country,” said Deputy Minister Sibiya.

He said the Department views the engagement as an opportunity to strengthen cooperation with employers and build a shared understanding of South Africa’s labour laws.

“The purpose of this engagement is not only to promote compliance but also to build stronger partnerships. We believe that through open dialogue and cooperation, we can create workplaces that are fair, safe and beneficial to both employers and workers,” said DM Sibiya.

Deputy Minister emphasised that South Africa welcomes foreign investment that supports inclusive economic growth and creates decent jobs. He emphasised the importance of compliance with all the labour laws as this would be beneficial to both employees and employers.

He further mentioned that respecting the country’s labour is most likely to strengthen investor confidence and contribute to a stable and competitive business environment.

While acknowledging the positive relationship between South Africa and China, Deputy Minister Sibiya encouraged all businesses to continue working with the Department to ensure full compliance with labour legislation.

He welcomed the willingness shown by several Chinese businesses that have voluntarily engaged with the Department to improve their understanding of labour laws and strengthen compliance.

The Deputy Minister also urged employers to stop illegal labour practices, including the employment of undocumented foreign nationals.

“The Department appreciates the cooperation already demonstrated by many Chinese employers. We want to build on this partnership and work together to ensure that every workplace complies with the South African labour laws and promotes decent work,” said Deputy Minister Sibiya.
